Not so strange. Why do you think Ecuador has been sheltering him, given the pressure Obama and HRC have been putting on them. Maybe because Assange has something that will bring down the ruling class in Ecuador. At least some of the information today suggests that Ecuador is wobbling or has given up protecting Assange. If true, that would logically explain why Assange has released info on Ecuador.
And, according to some sources, that has happened (as we all know by now).
Actually it could be both. First the unencrypted file is hashed to get the hash key. This hash key is then used to encrypt the file. So, when he releases the key, it can be used to decrypt the file. Once decrypted, a hash can be performed on the file that is released to the public. The hash key should match the key that he released.
