The original reason for a request for an absentee ballot was so that a voter who would out of town on election day, would not be disenfranchised. I currently live in a state that is 100% mail in, so really I have no idea who counts the ballots or how or if they are counted. Voting machines are absolutely the tool of tyrants everywhere.
Use computers and media to gin up the results you want, then send the results you want to the voting machines, easy peasy.
