The number of SCOTUS justices and the arrangement of lower courts in the federal system are all statutory constructions. The only role allotted to the executive is nomination and appointment.

You have a good point about executive agencies and admin law. Trump can gut that, and put the job of legislating back into Congress's hands.

On Poliquin, isn't the Maine GOP something? What a bunch of inbred, elitist pricks.
