The average person sees 6% of the Internet at the most. The rest is the DEEP WEB, which needs a certain type of browser to see (Tor). Then we have the DARK WEB, DO NOT GO THERE.

Technically TOR is how to browse the dark web. The deep web OTOH can be seen with an ordinary browser if you have the full URL. A lot of deep web is simply ordinary behind some sort of authentication to keep out the riffraff. The deep or dark webs can be full of crap (to put it nicely). So even if there is something worthwhile there, the same server will be spewing out some awful porn to someone else.
