This current program probably had a life expectancy of 2020 at the max, and 2018 at the realistic point. Somewhere along the end of 2017....the states will admit they are at some breaking point, and we will waste 12 months repeating the entire point-counter-point of the current program and how to fix it in a screwed-up way.
"They" think "they" know what is best for you, and me....
And they want CONTROL of the MONEY!!
