Then he was a natural born citizen - a citizen based upon the nature of his birth.
The “Vattel” definition has never been upheld in the US, and there are only two ways to be a citizen in the US:
1. Born that way (get a passport via birth status)
2. Naturalized (sworn in/apply for citizenship and accepted)
Trying to create a 3rd category isn’t supported Constitutionally or legally. The Constitution only classifies two types: citizen and natural born citizen. Citizen means that your Representative, Senator, or Governor can be a naturalized OR natural born citizen. Natural born means just one way - a citizen by virtue of your birth, not a legal action.
Really, all this Vattel stuff just needs to die - it’s embarrassing and it’s flat-out wrong. Tinfoil land worthy...

I have no idea even if he has a passport, I would assume he does since he is a US Senator and it makes sense he needed a birth certificate to get one and I suppose he uses the same name today which he was born with. I am just fatigued with hearing about the awful Marco Rubio, bubble baths, gay friends, etc. I like him, he is smart, articulate and has MANY conservative values. He is from a poor CUBAN immigrant family and the US CUBAN population has ALWAYS been conservative. I guess he is little, however, so am I. I know we have far greater enemies than Marco Rubio, yet when his name is mentioned one would think he is Charlie Manson.
