Obama can’t declare war unilaterally. I know he already has, but I think if he did it in some bid to keep Trump out, vongress would get off their backsides and stop it.
No, they won’t. McConnell and Ryan are part of the establishment problem and they would rather have Hillary in there than Trump. And they have some colleagues who feel the same way along with the Democrats to a man and woman.
