This past Monday marked the 20th anniversary of President Bill Clinton using the Antiquities Act to create the 1.5 million-acre Grand Staircase-Escalante National Monument in southern Utah.
For most Utahns, this date is not a cause for celebration. It’s a source of anger toward what many see as an out-of-touch and overbearing federal government
Infamously, the Clinton administration failed to notify the people of Utah prior to announcing the monument designation—probably because the administration knew that nearly everyone in the state was opposed to the idea.
Utah’s congressional delegation, state and county leaders, and local residents all warned that a national monument designation would dramatically disrupt the way of life in southern Utah and make it harder for working-class Utahns to earn a living.
Dismissing these concerns, administration officials insisted that an Antiquities Act designation would actually boost the local economy.
But 20 years later, the verdict is in. The people of Utah were right.
The land-use restrictions that accompanied the monument have wiped out many of the stable jobs that previously formed the backbone of the local economy—including ranching, mining, and timber harvesting.
To the limited extent that the national monument has spurred any job creation, it has been confined to the government and seasonal tourism sectors, which don’t provide the steady work or wages necessary to support a family.
Today, Utah is again facing the threat of another national monument designation. At the behest of mostly out-of-state environmental activists, President Barack Obama is currently considering creating the Bears Ears National Monument in southeastern Utah.
Just like the Grand Staircase-Escalante National Monument, a Bears Ears monument would deprive vulnerable communities of vital economic, recreational, and cultural resources, by unilaterally locking up 1.9 million acres of land.

Quit laying down for the Federal Government. THERE IS NO Constitutional authority for what Obama or Clinton has done. The States have jurisdiction over lands within their borders, and frankly the Feds only have the rights GIVEN TO THEM by the US Constitution. I will clue you in, it is not much in measured land space.

I remember when Clinton set up that folding table on the edge of the Grand Canyon in Arizona, pretending that he was protecting the Grand Canyon when, in reality, he was creating a new National Monument in Utah.
And get this....the way I heard it, beneath the Grand Staircase - Escalante National Monument is a huge amount of low-sulphur coal.
Where in the world is there another supply of low sulphur coal? In Indonesia. Who owns that coal? The Lippo Group.
Yes, THAT Lippo Group.....the ones who gave huge campaign contributions to Clinton more than twenty years ago.
The creation of the Grand Staircase - Escalante National Monument made that coal in Indonesia more valuable, by eliminating a major potential competitor.

In July 2015, representatives from the Hopi Tribe, Navajo Nation, Ute Mountain Ute Tribe, Pueblo of Zuni, and Ute Indian Tribe formed the Bears Ears Inter-Tribal Coalition to pursue designations to seek protections on 1.9 million acres in the area including Cedar Mesa.
The Coalition negotiated with Utah Representatives Rob Bishop and Jason Chaffetz as part of their Utah Public Lands Initiative, but pulled out of discussions after the unveiling of the draft bill citing that it was inadequate and a scaled down version of their original plan. The PLI draft bill provided protections for 1,100,000 acres (450,000 ha) through several smaller wilderness areas and two national conservation areas.
The Bears Ears Inter-Tribal Coalition drafted a proposal that would designate 1,900,000 acres (770,000 ha) as a National Monument which would include Cedar Mesa, Indian Creek, White Canyon, Abajo Mountains, Comb Ridge, Valley of the Gods, and the confluence of the San Juan and Colorado Rivers.

What is the definition of unappropriated? CONGRESS shall have the powers to dispose of and make all needful Rules and Regulations on property BELONGING TO THE UNITED STATES. Number one Congress makes the rules. Number two, they make the rules on land belonging to them. Any person reading the Constitution who is not a lawyer can see that Federal land holding is limited for necessary usage for military, post offices and the land around DC to establish the capitol.

Who owned the Louisiana Territory after it was purchased by the United States?
Who owned the Alaska Territory after it was purchased by the United States?
Who owned the Utah Territory after it was taken/purchased from Mexico?
Those territories were owned by the United States. Are you saying that was unconstitutional?
I have said many times the only way he can und any of this is with a pen and phone because Congress will quickly rediscover the missing powers they have to bind the President down. In fact Mitch has already alluded to the methods they have to restrict the President powers. You know the methods that apparently don't have now.
I don’t want to argue about this, there is too much on my mind to try and convince someone that obviously believes that the United States government can own any land they want and do with it what they will. When they cede control of vast tracts to whomever they choose, will you then wake up? Or will you just say “it is their land to do with what they please” as the Chinese begin mining operations on our National Parks?
