Correct. Both candidates were informed of what TOPICS the questions would be based on. The public was informed just a few days before the debate.
Does anyone know whether the candidates were allowed to have 'notes' ? A blank pad of paper and pen were supplied for the speakers to make NOTES with, but were they allowed to have pre-written info ? (I believe they were, At least the photo I saw of Hillary's "notepad" contained some pre-written notes)
If that's the case, then this is not really an issue.
The 'issue' is that she has cheated and lied so much that we just assume she cheated.
There are some weird photos. Did she have an earpiece, was there an iPad in her notepad, did she get the questions in advance?
Here is the cleaner. The way he handles her notes does make it seem like he is trying to hide maybe a solid item in there.

Are we sure they were written before she arrived? Someone with some time could find a picture of the lectern at the start, and later in the debate - and determine how much writing time she had.
