O & H evidently believed that the best way to bring stability to Libya and Syria is to finance, arm, and train Koranimals and then send them on their murderous way throughout the region. Quite evidently in their (and Cameron's) view, jihadis running the show were preferable to strong-arm (relatively) secular dictators.
Earlier this year Obama had the nerve to blame the entire Libyan "sh!t show" (as he put it) on (for the most part) Britain, attempting to deflect blame from himself and Hillary. Cameron is too much a wuss to fire back. ...and the Kenyan knew it.

Mr. Cameron was an all out ally of Barack Obama including pushing the Iran nuclear deal in phone calls to US Senators last year.
He deserves credit along with Obama, Hillary, John S, McCain, Lindsey Graham and all the other like the neocons, the Saudis and yes, even the Israelis for cooking up the IS mess in the name of fighting Assad in Syria and by proxy the Iranian regime.
I thought it was an EU/Oil driven policy from Europe. The US simply became the operator with Obama using the event to burn as many cruise missiles as possible to hit targets better struck by grenades, and deplete our ammunition inventory.
