Mexico's welfare system safety net consists mainly of encouraging their people to illegally immigrate to America. I'd guess the same would hold true for Central American countries such as Honduras, Guatemala, Nicaragua and El Salvador.

Anybody every heard of an illegal immigrant from Costa Rica? Why, do you suppose, that is? Yes, it would appear that the further you are from Uncle Sucker the more likely you stay home and try to make your country work. Argentina, Chile and Peru come to mind.
