Congress is weak. Way too weak.
Its supposed to be a CO-EQUAL branch of government but it has abdicated its role and responsibilities. It no longer represents the people.

Presidents have way too much power. WAY too much. You've got that right. Presidents are not kings. They are supposed to carry out laws, not make laws.
Any executive order, and any presidential pardon, should be subject to a veto by Congress. If even one House says no, then it's no.
