Actually Dick...they don’t need to do that...We elect electors to the Electoral College so up until they vote in the middle of December the Democrat party sends a registered letter to the 270 or so electors for thier party if she gets that many an says you are election Joe Blow or Joe Biden or Liz warren or whomever they say they are electing. I don’t recall this Constitutional provision has ever been enacted but it is Constitutional.

The writers of the Constitution required a general election for the presidency. The electors and the vote of the population are not contradictory concepts.
No, electors cannot vote for Biden unless he is one of the top three electoral vote vote-getters in the Nov. 8 general election.
