The way these news reports are written it makes it sound like there is a single classification to denote “classified” on classified documents, i.e., “C” for classified.
This is NOT true.
To be brief:
The document is marked with the highest level of classification in the document.
If the highest level of classified info in the document is Confidential, the document is marked “Confidential”
If the highest level of classified info in the document is Secret, the document is marked “Secret”
If the highest level of classified info in the document is Top Secret, the document is marked “Top Secret”
A “C” is not an over-arching tag for every piece of classified data that has a classification designation.
Each paragraph with classified data begins with a mark (C or S or TS) to let the reader know what level of info is in that paragraph.
So, you will see each paragraph will be prefaced with its classification level and “C” doesn’t means what the clueless MSM reports.

I there was a time when I had a DoD SECRET security clearance, so I completely understand how it works.

My bet is that whether they know anything about clearances or not, they will manage to concoct a story that fits the Clinton “narrataive.” Truth and facts never enter into the picture.
