I wish you were right, but I don't think you are. My best guess is that the little girl was targeted because of her race. This is Obama's America. Whites have "white privilege", and they must be punished for it.
And my guess is not just a wild guess. I'm a veteran urban school teacher. Some of my white students will walk home instead of taking a school bus because of this very thing. They are tired of being harassed on the bus. And the school district does nothing.
It is a very sad situation.
