This is what's hard to understand (quoting from the Hannity Show August 23, emphasis added):

A softening of the rhetoric.

Hardened criminals,some with multiple criminal charges, as most definitely unwanted as residents free to move about in this country.
“Softer” criminals, those who entered illegally but so far have not engaged in any other criminal activity, would be given the courtesy of a hearing, which would be MANDATORY once they are apprehended (none of this “catch and release business”, up for hearing RIGHT NOW), to determine if there may be mitigating circumstances. If none of abiding importance are found, the person is transported back to the country of origin, and set off at the airport or seaport, and the country of origin deals with the person by whatever means they have at their disposal. MAY NOT RETURN TO US.
“Anchor babies” are a thornier problem, as their legal status has always been murky, the 14th Amendment notwithstanding, as it has not been properly interpreted as relating to “natural born”. A child of foreign nationals who are NOT permanent residents of the US, is not an “automatic” US citizen. The child is subject to the citizenship requirements of the nationality of one or the other, or both, of the parents involved. At age 21, the child may apply for citizenship in the US on an expedited basis, if in fact the child has spent the majority of formative years in the US, and can pass the citizenship examination given to all who chose to become naturalized US citizens.

The issue is his use of the word "softening".

Build the wall, enforce security at the border, deport criminals, then worry about the families working here and paying taxes.
I don’t want “comprehensive immigration reform” to bog down progress.
Just get an executive order to execute all ready existing laws and then go from there.
No way to track down all illegals immediately. Get serious. Many will leave on their own or try to get legal.
If people can’t understand that we are in a fight for our country and Trump has to win some percentage of Latinos, they should just sulk and sit it out and then love on Hillary the next 4 years.
Time to wake up the judge in the middle of the night and get these illegals to a FED "holding" prison and make train reservations.
Local governments are getting scr**** over holding these illegals.
Mr. Trump knows this and he also knows that he doesn't need to create new laws because the liberal Congress, Senate and "powers that be" would resist and fight him "tooth and nail". Therefore he WILL ENFORCE the laws regarding all facets of this issue which are already in existence that have not and are not being enforced.
He is shrewdly nuanceing his words because as he has previously said in regards to fighting a war (which in a sense this is): "I am not going to tell the enemy what I am planning to do or when I am going to do it".
Once several high and low profile cases are accomplished and heavy, very costly fines are levied against them and several owners, directors ND managers are fined and sent to prision, the rest of the companies and businesses leaching off of the "illegal alien cheap labor express" will wise up in a hurry and FIRE EVERY ILLEGAL WORKING ABOVE AND UNDER THE TABLE.
When the illegals, "illegal" jobs dry up, their illegal local, state and federal bennies end and they see the hand writing on the wall, they will self-deport enmass.
This is the way Trump deals with the problem and it is all done LEGALLY.
Sending illegals home and starting with gang bangers, rapists and murderers is a GOOD THING... get them OUT OF OUR COUNTRY as soon as possible. Too bad the Washington Post is so filled with hate they can’t see the obvious.

Yes, no benefits, food, housing, jobs, welfare, EBT cards, to any illegal resident has to be first change. The reason they come here is they are told of all the money they get for coming to USA illegally.
In Texas they need to stop giving spanish speaking kids disability payments because in Texas, not being able to speak English is considered a disability.

ha, ha! I was thinking that too. For every illegal immigrant in this country, how many legal citizens should be held responsible for paving that illegal highway? The illegals couldn’t successfully entrench here without the wink and nod of our politicians and their cronies.
He used the word softening to appeal to the suburban soccer moms, evangelicals, Mormons, etc, IOW people whose votes he needs, but who tend to worry more about being “nice” to the illegals than the average Freeper. He changed his verbiage, but he didn’t change his policy at all. If you read and listen to what Trump says instead of what the media says he says his policy is clear.
It’s common sense that deportations will have to be prioritized. Trump’s made it clear his priority is felons first. Law enforcement knows who and where these people are, for one thing, so they can quickly be removed. Then, law enforcement can look for the ones whose identities and whereabouts are unknown. It’s not like ICE has a list of these people and can drive to their house and issue a deportation order. They’re going to have to investigate and figure out who these people are. The ones who have committed no crime except jumping the border will be deported as they are identified, but, unlike the felons, will be able to apply in their home county to return legally. That’s the “big door” in the wall he’s talking about. Unlike the Gang of 8 bill, they will not have any sort of priority. Trump has made it clear that they must get in the back of the line back home. In most of these countries the wait to come here legally is a decade or more. After that wait, and after they have paid back taxes for earnings while in the states, they could be allowed back legally.
A lot of Freepers don’t like the idea of them having any opportunity to return. I understand, but that’s an emotional response, not a logical one. Whoever came up with Trump’s plan (my guess is J. Sessions had a lot to do with it) really thought it through. To save time and money we want as many of these people to self-deport as possible. They are not going to self-deport if we say, “under no circumstances can you ever come back!” If, instead, we offer the possibility of legal return many will self deport.
That’s the policy. It hasn’t changed.
Yup, every time I hear the term, “undocumented immigrant,” I wish that person were mugged by the illegal immigrant.

Anyway, if it's a disability, I suppose phone messages where you press 2 for Spanish, or Spanish-language ballots, etc., must be a "reasonable accommodation" required by the ADA.
