You’re probably right ... but something interesting is being discussed in online forums:
Since 2010, the Indian Scorpene project has faced significant delays, most of it put down to (vague) contractual issues (rather than any technical problems). The Indian Scorpenes were to have originally entered service from 2012 onward; the first will only commission sometime this year. With these allegations, some people are saying that the Indian Navy knew of the leaks and rejigged the entire Scorpene program to minimize its efforts.
It’s still a theory though!
