WASHINGTON (AP) -- The State Department says a $400 million cash payment to Iran was contingent on the release of American prisoners. Spokesman John Kirby says negotiations over the United States' returning Iranian money from a decades-old account was conducted separately from the prisoner talks. But he says the U.S. withheld delivery of the cash as leverage until the U.S. citizens had left Iran. Both events occurred Jan. 17. Kirby spoke after The Wall Street Journal reported that the departures of the crisscrossing planes were linked.

I think they're getting legalistic over whether a it's a ransom if paid after the hostages are released.

It was a ransom. Just because they want to change the word does not make it any less a RANSOM paid for the release of prisoners.
Reagan wasn’t president when the 52 were hostages. Carter was. Hostages were released the day Reagan was sworn in.
Kirby said there was no link. Now he says yes. Perhaps he can be arrested now?
It wasn’t ransom. It was a bribe.
Now, now, just because the two things happened at the same time and one was contingent on the other does in no way mean that they were related! Silly you....
The administration is again pointing out that our eyes don’t really see what they’re seeing. The “these are not the droids you’re looking for” strategy seems to have worked this long, why not stick with it?
I just want to know one thing ..will this make a dent on Hitlery Teflon suit?...And is it being report all over the news? I have my doubts but then again I have made it a point to tuneout every news cable ...so don’t know if this scandal is getting out to the populace or swept under the rug!

I think that churches throughout New England raised money to pay the Barbary Pirates for the release American sailors. I don’t know that the US government ever did.
Yes: both George Washington and John Adams paid “tribute” (authorized by Congress) to the so-called Barbary pirates for ransoming hostages. Adams got Congress to fund a kick-butt navy, and the pacifistic Thomas Jefferson decided to use it rather than pay the tribute.
So are they finally admitting it..that it was a RANSOM..because the hostages have already said that their plane would NOT take off til the money arrived..yeah its called a RANSOM
