Timing is pretty critical. You don’t want to release it too quickly or else the DNC could plug in Kaine. You need to wait until it is too close to the election for the Dems to do anything to replace Clinton.

It won’t be Kaine. It will be Warren. They don’t want to lose the vagina angle, still owe a bunch to Bernie for screwing him out of the nomination and by doing it as close to the date as possible, prevents Trump from mounting an attack.
