Baton Rouge is unlikely to flood, except in a few spots (like Interstate underpasses).
Once upon a time, a guy named Woody Dumas ran for mayor ( Baton Rouge at the time "did" have a major flooding problem). Ole Woody said "if you elect me, Baton Rouge will never flood again". He then proceeded to lace the city with huge drainage channels (I won't call'em "ditches", because a "ditch" implies "small", and these weren't).
I lived there for thirty years, and BR never had major flooding since ole Woody "did his thing". Local overloads in a few low spots, but never city-wide as used to happen.
I wonder how his system stood up to this assault.
