Not quite.

0 will be the president and CIC until January 20, 2017.

The newly elected president will be the President Elect.

No power.

All they can do is make up a cheesy "Office of the President Elect" sign to hang on a podium when they're running off the mouth like the current POS in Chief did.

some time ago, Lamar Alexander the governor elect went to the governors mansion and threw ex governor Blanton out a month or so before the normal date. He had been sworn in as was the governor.

Trump should be calling Lamar to learn how it is done

A lame duck president has little actual authority to order something as earth-shaking as martial law. While technically he is still in command until the inauguration, his title means less than that of the president-elect.

I doubt any president would get support from the military to enforce martial law when his term was formally in its last days. In fact, any attempt to do so might be just the impetus needed to install the new president early.
