Tells you THEY FEEL no control of what is happening there yet.
Tells you tourism there would bee too dangerous for the visitors as well. Stay clear until they wake up and remove their problem sources.

Exactly. They held the TdF last month without issue.
They apparently obtained info there was a terror threat to this race.
Glad they opted to protect cyclists, organizers, and fans.
