She was interfering with the duties of the officer, and misusing 911 in his presence, that’s an arrestable offense, and resisted arrest.
Look, this is not a unique situation, it is a common tactic to confuse the situation even more, to raise the drama level over what should be a routine traffic stop. She created the escalation.
A traffic stop is a detention, not a consensual contact where you may leave or move about freely.
If I were this officer’s supervisor, I would have some harsh words. One, don’t let people out of the car. That makes them mobile. Two, as soon as she gets on the phone like this, call for another unit to respond. Three, if you decide to arrest, and she resists, you were trained in proper takedowns, do what you were trained to do.

You should have been around Boston in the 30s and 40s. The cops were brutal.
No one really cared because the streets were VERY safe.
Modern cops are better-—except for a very few bad ones,of course. That’s life. The criminals have more rights these days.
