Let's be really honest in this. Who and at which government agency has signature authority for $400 million unless it is a Budget line item or directed by a court order?
OK, so where did the money come from. We should ask to see who signed for the $400 million. You can't just put $400 million in a truck and hand it over to a unmarked airplane, there needs to be a manifest and there should be signatures when it is turned over to another agency or a private company. I can't take a photocopy machine of of the US Treasury and drive it over to the CIA use it there and then drive it over to the Air Force and put it on a plane. How can I do that with $400 million?
There should be a paper trail of where the $400 million came from and where it ended up with signatures at each transition. IF there isn't such a paper trail, then Inspector Generals for each and every agency should be contacted and asked to investigate what criminal activity took place.
This was done on the quick, without regard to federal policy on how assets can be moved and disposed of and who has signature authority to do things. I am willing to bet dozens of laws have been violated by the Big Zero in his hurry to get the ransom deal done.

Regardless of whether the money was ransom, it was terrible timing to deliver the money at the same time the hostages were released. Was the administration too stupid to realize that? Unlikely. Leads to the conclusion that ransom might have been part of the motivation, and/or that the Iranians forced the administration to synchronize the money with the hostages.

Yes, Congress should unearth the enabling perps' trail, & impeach / prosecute them.
This was outrageous blatant Treason. It was an obvious cash transfer to a terrorist regime.
Legitimate intergovernment payments are made by electronic transfers, and are settled through the Bank for International Settlements in Basel, Switzerland a global central bank whose customers are nations' central banks.
A real free press would investigate this abomination.

... delivered in stacks of foreign currency on wooden pallets... This may be nit-picky, but I doubt they used wooden pallets. I don't think our military still uses the wooden type that I used to move over forty years ago using pallet jacks that we rode like kid's push scooters. The warehouse I worked at in Detroit was almost a whole city block square and we would push ourselves from building to building on the pallet jacks. We filled semi trailers with Christmas toys for stores that sold toys to Detroit union members named Union Co-op Toy Sales. It was my first time-clock punching job where I had to join the Teamsters.
