I’m seeing unclassified....That means it WAS classified??

Just guessing, but when your talking foreign armies being on the “verge of collapse” it’s a safe bet somewhere along the line this was confidential.

It means the document resided on a government computer system requiring classification marking. Even if a document does not require classification is must still be marked as such. Hence - “UNCLASSIFIED”

That would then be “DE-classified”.

“Unclassified” is a term for material or information that is not sensitive nor restricted.
