Ryan needs to read his pocket Constitution
No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law;
He shouldn't be trying to say what the president's Constitutional duties are if he doesn't even know congress's. From what I can tell Ryan plans on another "spend what you want" Omnicrap bill this year rather than "appropriations made by law".
