Why do elites want to put the physical mass of people of whatever origin in certain portions of the West? They’re of competing origins and ideologies.
The only thing I can think of is the recreation of concentration camps.
The elites want to be an unelected and unimpeachable ruling gentry class. If they bring in hordes of people that disagree with their host country and owe their allegiance to the ruling class, they can create a voting block that can keep them in power against the will of the people as a whole. They want an "on paper" democracy they can hide behind, but in reality a set of competing groups that will cancel each other's votes out, leaving the ruling class in place.
The “Elites” as you refer to them don’t have to put up with the undocumented unvetted immigrants, you do. They live in gated communities guarded by well armed security services.
