The reason the NSA would be monitoring Hillary's emails is simple

Counter espionage

Hillary Clinton engaged in serious and highly illegal violations of national security laws that rise to the level of espionage

In any other administration Hillary would have been arrested and put in jail but what Hillary is doing is nothing compared with what Obama is doing

The NSA was monitoring traffic on Hillary's server and they know precisely what she was up to and who accessed her servers

The thought that the Secretary of State of the United States, one of the top 5 intelligence targets in the world, could fly under the radar screen with an unsecured private is so ludicrous as to be absurd

Any foreign intelligence agency that wanted to penetrate her server could do so and EVERY foreign intelligence wants to compromise the Sec of State and tries to do so
