Could have just as easily been the 1st officer or someone/something else.
You link a two year old article that is contradicted by the two new articles linked above. None of us can know what’s true here, of course, but the two new articles say specific things that are not even mentioned in the old article. So what reason(s) do you have for assuming the old article is correct? The new articles specifically say that the FBI withheld the info about the southern Indian Ocean route from the public.
