Was not aware of the meat processing plant adjacent to Gitmo. My, what a lovely setting.

The meat processing plant isn’t really “adjacent” to GTMO, it is up the bay in Cuba territory proper. But the effluents go down the bay into the main harbor in GTMO and draw the fish into that harbor from the ocean. Castro would store effluents until some boat people would try to cross the harbor to get to GTMO as refugees, then he would release and the sharks and barracudas would come.

It was a particularly favorite trick of his during the 1993 refugee crisis.
