In 2015 Obama’s “Task Force on 21st Century Policing” issued their Final Report. Among the numerous recommendations are federal training standards, numerous reports to be filed with federal government (police demographics, “community” demographics, arrestee demographics, incidents reports, etc etc etc), and “community” involvement and review of training, incidents, etc.

Obama routinely meets with BLM leadership. BLM has generated protests and leads chants of “f the police” etc. They have received training from the DOJ. Obama has used BLM to create and nurture an anti-police environment. He repeatedly legitimizes their acts. BLM is his street muscle, used to generate the dynamic necessary for his agenda, which is federalization of police.
His exploits with Black Lives Matter is a tactic directly from the playbook of Operation Arab Spring, which was run out of the Department of State: find a small local issue, puff it up & generate protests, suborn it for your own purposes.
A key weapon is Facebook and Twitter. The Department of State, at several “Alliance of Youth Movements” “summits”, trained Egyptians (and others) how to use Facebook and Twitter to organize protests.
In Op Arab Spring the purpose was overthrow of governments and installation of MB/AQ et al governments.
In the U.S. the purpose is federalization of police via the rubrics of “standards” & “reporting”. Those standards are defined by the U.N. and by the Organization of Islamic Cooperation.
