Phase I: The federal government starts subsidizing local police forces.
Phase II: The federal government begins defining the qualifications for police forces to receive the funding — especially with regard weapons use/training and “diversity” re-education.
Phase III: The federal government threatens the local jurisdictions with loss of federal funding for failing to implement or comply with the federal regularions.
Phase IV: We have a national police force.

Folks, do everything you can to keep your elected officials from taking fed grants that have these strings attached. Its the states (peoples) money anyway.
