2)young women should be threatened within an inch of their lives about putting themselves in such a position

Now those cases where some creature slips something into a girls drink to take advantage.... death penalty!
Arrest them both for underage drinking along with those who furnished the alcohol. That might put the fear of God in a few of them. Cite the school, too.
