Mr. Castile never applied for a permit to carry with our office.
Therefore we did not issue his permit.
Permit to Carry FAQDo I need to notify the sheriffs office when I move?
Yes, a permit holder is required to notify the issuing sheriffs office within 30 days of a permanent address change. Failure to do so is a petty misdemeanor.
Do the address and/or my new drivers license number on my permit to carry need to match the address and/or drivers license number on my drivers license?
No. A permit holder, however, is required to notify the issuing sheriffs office within 30 days of a permanent address change. Failure to do so is a petty misdemeanor. The permit holder may, however, obtain an updated permit at a cost of $ 10.00. There is a statutory requirement to change the address on your drivers license within 30 days after changing your residence (171.11).
Oh boy, ya done it now!

The robbery was a few days before.
And truthfully, whether he had a permit or not is not the main point at all. Even if he had one, the main point is was he reaching for his gun? Did he do what the cop told him to do? Those are the important points. And saying he wasn’t a Crip because he wasn’t on the official MN Crips list is also not important, is every single gang member on their list? Of cousre not.
So an unnamed “source” says.
“Even if he moved within Hennepin County, he would have had to file a change of address with Hennepin County within 30 days, as well.”
The Second Amendment does not require a change of address.
You know: I initially thought there was confusion about the type of permit from Robbingdale. MN law requires a permit to buy a weapon, and that’s issued by local police. That appears to be a pretty simple process and doesn’t require a lot of intellectual capacity. But the media continues reporting he took the training and coughed up the dough for a full CCW permit. So... who knows?
Either way, he more than likely changed his shirt.
It was daytime. How could they be stopped for a tail light in the daytime?
Oops - plus a photo of the car on CTH showed both tail lights working.
A. It is unknown if he had a permit. Unless and until a Sheriff’s office person says he did, just like the one County Sheriff said he did not, no one knows for sure.
B. If he had one, and moved, it is unknown if he did the notification of new address. Although it’s only a petty misdemeanor, obviously such small things wouldn’t bother someone who was stopped 79 times even though only 40 something or was it 50 something of them stuck.
C. Even if he had a valid CCP, IF he was reaching for his gun and didn’t stop when cop told him to, that nullifies any worry about his having a permit or no.
brake light?
Well, that’s good to know. I now feel much better that the cop pumped four bullets into the man because he probably didn’t file a change address.
At least he wasn’t an aspiring rapper.
Doesn’t matter. There are pictures of him wearing a blue shirt and we all know what that means.
I’m pretty sure that only applies to white people and maybe some Hispanics.
Is that why the cop killed him? Are you sure that was Castle in the car? But anyway, if you smoke pot in front of a minor, cops should have the right to kill you.

Ramsey County is St. Paul. Hennepin County is Minneapolis. Did he live there?
