It’s the military version of a plea bargain. He is separated from service and they agree to an honorable discharge. In return, they don’t have to do any hearings or spend time contesting the facts and the victim does not have to testify.

It’s not uncommon.

And if they hadn’t dropped it, and given him a dishonorable discharge, he couldn’t have passed a NICS to buy a gun.
