The new law sharpens punishments for anyone convicted of sexual assault regardless of nationality, but it specifies jail-then-deportation rules for convicted refugees who have sought asylum in Germany.
The changes appear aimed at two overlapping targets: closing legal loopholes over sexual assaults amid complaints that German codes are too lax and addressing mounting public backlash after the country absorbed the bulk of the wave of migrants and refugees from the Middle East and beyond last year.
But some lawmakers and activists oppose linking the two issues, claiming it could further stigmatize refugees and others as German public opinion increasingly turns against them.
So far, perpetrators had to be proved to have made threats or used physical force to be convicted of rape in Germany. Experts have long argued that the country's criminal code lags behind those of most other developed countries, where sexual assault is more broadly defined in cases such as non-consensual contact. In a detailed analysis, a German association of women's counseling centers said in 2014 that it had found dozens of cases in which sex offenders had not been prosecuted because of legal loopholes.

The parliamentary vote came on the same day that a court in Cologne sentenced two men in the New Year's Eve assaults. Iraqi national Hussein A., 21, and Algerian Hassan T., 26, were handed suspended one-year sentences. They were the first suspects to be convicted over the assaults. Both had arrived in Germany in the past two years, a court spokesman said.

Anything that makes “refugee activists” uneasy makes me easy.
These are probably the “Rape does not deserve the death penalty” types.
Stimatization is deserved when those being stigmatized are actually doing genuinely terrible, awful things to others.
There is not anything wrong with it. It is alerting and informing the public, it is a public service.
This just means that the women will be restricted from going anywhere near the new repefugees. European elite dare not upset their precious coddled pets.

That, and also that many of the sex crimes are not "rape-rape." They're more like 2nd or 3rd degree sexual assault, where a threatening gang of Muzzies surrounds a girl, gropes her, kisses her, messes up her clothes, maybe tries to finger her... but doesn't "rape-rape" her.
They should all be deported and shot upon re-entry.
Perhaps when some foreign rapists wind up dead in back alleys for floating in rivers will the message about proper behavior sink in.

Oh, so the mussies are now going to obey German law? Their excuse is that it’s legal in the country they’re from so why not in Germany. An English lawyer got a guy off over two rapes because it was okay in his country and didn’t know it was illegal in the UK. So now Germany?

Even simpler. Turn off the welfare bennies and they will go home. Those scumbags are not moving to Germany to assimilate, get jobs, and become productive citizens. They are coming to loot, legally or otherwise, and spread Islam. No bennies, no interest in coming.
