Nigel may be stepping up. He couldn't be PM as UKIP.

As an aside, he used to be a member of the Conservative Party

I think the fact that they are stepping down at this point is a clue that they are not really leaders.

UKIP hasn't any influence in Parliament.

The Tories are going to have to do this.

UKIP will be on the sidelines as a threat to them if they don't.

In a Parliamentary system, leaders frequently step aside to allow an alternative. If the alternatives fail to win leadership, or if the alternatives prove unpopular, the original leader makes a comeback. Farage has resigned and made a comeback several times.

Or at may be as simple as Farage seeking power in the Conservative Party.
