Illinois has redefined what it means to have a late budget.
Other states have gone several months without a spending plan before, and Illinois has had prior delays that caused great anxiety. But going an entire fiscal year without a full budget? Its the only time in post-World War II history its happened in the country.
Late budgets will have a new meaning after you guys are done, said Arturo Perez, a fiscal analyst with the National Conference of State Legislatures who has researched past overdue budgets nationally.

The press is the one to blame for Illinois. They have been lampooning every compromise. And every balanced budget. They say they want a deal, but they will slam anyone who makes one.
Illinois does not need a bad budget. And there is no problem with a late budget. Better late than bad. And better late than spending more than you have or raising the taxes further than they are. Which is the highest in the nation for sales and property.
IMO having a budget implies income and expenditure equalizing.
Here in Illinois all we ever have is expenditure and borrowing, for the children.
Nested borrowing, balanced on still more bond issues; no end in sight.
I live in the People’s Republik of Illinoisistan. Democrats have controlled the government here for decades. Pilate himself could get elected here with a D next to his name.
When the press wants a balanced budget, in Illinois that means more taxes. They never want less spending or lower pensions. The press is behind the Illinois budget issue. And they think that they can put pressure on the governor by saying the budget is overdue. Who cares. Better no budget, if it means no new taxes and less spending.
