How did the Philippine people elect this moron, Duterte? Doesn’t he know that if the Communist kill off the illegal pharmacy workers, the Communist will take their place?

Duarte represents the state. The one power above all others that is vested in the state is violence against individuals. The state exercises the legal apparatus that administers justice. Duarte has abdicated his control over the state to a non-state actor. He legitimized them and therefore set up a rival to his authority.
