There's a question whether McA has the power to blanket 200,000 felons w/ voting rights. He does have the power to individually consider cases.

He can consider them individually. But I think they must have ask for it with a letter. These people will also sit on juries. That is a very bad idea. Just because,someone gets out of prison does not mean they are rehabilitated. Most go back to prison.
