No doubt that's just the tip of the iceberg. Progressive/statist US Gov't has a million ways to fund their causes - through education grants, implantation grants (Obamacare big on that), direct aid, pre-arranged law-suits, etc...

Something rubs me wrong about tax money that’s granted to people being used as a war chest to bring lawsuits against the enemies of the group receiving the grant.
