My guess is that there is more than this to the story.
Where I work the outside contractors were limited in their access to secure areas. In other words, contractors don’t usually start doing things just because they feel like it.
Was he correct in asking about the flag? Sure.
Should he have taken it upon himself? Nope.
Just because he is a vet, he deserves respect. But that doesn’t give him carte blanc to take action.
