Things have changed significantly in the last month, under the new Central Command Commanding General. US air power is dropping significantly more ordnance (a few times as much).
The US is now supporting several simultaneous ground operations against ISIS - importantly Fallujah and Manbij. It is a changed war now, and ISIS is getting a serious whipping.
Maybe the administration just wants to clean their mess before facing the election, maybe it is the new leadership at CENTCOM, or maybe allies are just demanding a real effort - but things have changed for ISIS recently.
