On my city-a-day European cruise five years ago, one of the ports was Monaco. The day tour included a short stop in Nice. Even back then, before the invasion, we were told that Nice was so unsafe that we weren't to wander from the group.
No way would I go to France or Germany or anywhere else where people won't defend themselves.
