A baseball stadium is a very large, and very specialized, structure.
“Next tenant” is a non sequitur unless you first spend $ millions leveling the stadium and surrounding infrastructure.
Might be a good candidate for an idea I’m mulling over recently: capitalistic feudalism.
Such high population / low productivity areas are extremely hard to revitalize. Total abandonment of such a large space gives opportunity for development, but such development requires comprehensive planning focused on achieving profitable productivity, with details all the way down to low (but functional) income housing and mercenary style security - much akin to medieval fiefdoms and for much the same reason.
Without localized central planning pursuant to real large scale productivity, such areas will be dead for decades.
