I am pretty sure in all cases where someone dies there is a grand jury review. Even if you kill in self defense and it is clearly justifiable you will have to go through some kind of booking at the police station and go through a Grand Jury review.

This is not a recent liberal leftist law thing - this goes back to English common law with the idea being life belongs to God and the king is the only one who can take a life with cause. So if you kill someone you would have to have that reviewed.

It has been 20 years since I took law classes but that is my recollection.
