Cincinnati police said Tuesday that their review will focus on the actions of the boy's parents and family. It is not related to the operation or safety of the Cincinnati Zoo, authorities said.
"After the review, we will determine if charges need to be brought forward," police spokeswoman Tiffaney Hardy said.
"If it is determined charges need to be brought forward, we would then discuss it with the Hamilton County prosecutor's office." The prosecutor's office declined to say how long the investigation might take.
Authorities have said the boy's mother was with the child when he slipped past a fence and tumbled into the moat.
Uproar and vitriol has poured in, especially on social media against the boy's mother after zoo officials killed the western lowland silverback to protect the boy.
Some suggested the boy's parents should be held criminally responsible. An online petition seeking "Justice for Harambe" earned more than 100,000 signatures in less than 48 hours.
"This beautiful gorilla lost his life because the boy's parents did not keep a closer watch on the child," the petition states.
Kimberly Ann Perkins O'Connor, who saw the incident, said the boy told his mother he was going to get into the moat. The mother told her son to behave before she became distracted by other children with her, O'Connor said.
"The little boy himself had already been talking about wanting to go in, go in, get in the water and his mother is like, 'No you're not, no you're not,' " O'Connor said. "Her attention was drawn away for seconds, maybe a minute, and then he was up and in before you knew it."

The parents should pay for the breeding and replacement of the gorilla at the zoo.
Mom may be an idiot. However, as a parent who reared several boys (and a very good and strict parent, I assure you), this could have happened to me.
Two of mine would happily have tried such a stunt. Happily, by the time they were five or so, they had a bit of sense.
All are grown now, never in serious trouble, vote right, good guys.
However, when they were preschoolers, in spite of my best efforts . . .
Couldn’t do that again.

What is clearly going on is that people seem to think the boy was white. That seems to have been the gist of it from the black lives matter idiots.

Was she breeding kids for the welfare benefit or EBT monies ?
Or was she a homeschooling mom bringing kids up and following biblical teaching on family size ?

Our nation is becoming filled with worthless individuals. In the book “The Time Machine” an Eloi woman (human like creatures) is drowning. The Eloi just watch on rather curiously.
At this time, everyone just pops out their smart phone and starts recording.
Not one brave individual among them all that would dare go down to distract the gorilla. You can just hear the mom on camera saying “don’t worry. Mommy’s here.”
I can understand the boy slipping through the fence (we've all done things like that as a kid). But how stupid can the boy be to go over the edge and into the water - a 10 ft. drop!
I was going to say hey, if the kid wants to go kill himself let him. It’ll likely save someone elses life down the road. But I’d never say that!

Animal experts said that if an adult had tried to intervene, it would have agitated the gorilla, who would have seen it as a threat, and likely been much worse.
I have three boys, and they all could climb to the top of the pantry while I took my eyes off them for a few seconds. I guess I must be a bad parent also.
You can’t control any human being 100%.
Kids don’t need to climb in and play with gorillas, but they do need freedom. We don’t want to be East Germany.
We’re at the stage where there can be no accidents. Every action has to have a punishment.
