From the standpoint of Judicial Watch, I imagine the reason is an attempt to raise their profile and legitimacy, like any number of things they've done previously.
As to why they're allowed to participate, I don't know but my suspicious side thinks that it's to gum up the works and allow those accused to fall back on the claim that this investigation is all politically motivated to discredit HRC. Judicial Watch's presence would seem to enable that.
But I don't know for sure. Who ever does?

When we hear flash fire in duct work it’s the first thing our first responders are trained. (Therefore our entire community) to take precautions.
You will notice many purple spots around Bloomington Movable labs in college dorm kitchenettes on even higher floors are not uncommon. Our young folks going away to college must know the signs and precautions
Construction crews have been known to cook up a batch in property they were working on.
I have no idea on the fire at State.
I witnessed something of a personal tragedy in the family of a close business associate. His son tired of the family business and brought a large lawsuit that he lost. Discredited with no job and dreams he became involved with some drug types. He allowed them to create a meth lab in the former bedroom of his children. His wife left him and took the kids. He was drunk a lot and had several DUI’s
His parents were not without influence and had the drunk stuff go away. The meth manufacturing was different. The son was convicted and sentenced to 12 years. He served several years before his dad who was by now a wreck managed to get him pardoned. While in jail, his mom died and he was allowed out to make a family visit but not attend the funeral.
This took place in nearby Hawkins County Tennessee where meth labs are a common as dirt

They are a problem in our rural areas Looking at the map there are at least three in our area that are not on the map
A meth head in need of a fix will go to rediculous extremes to make their poison I DO NOT think HRC Was the manufacturer. She may have been a victim. Particularly is the incident was not properly identified and precautions to clean up after was not done. Who or why would one suspect such a thing? As you pointed out, it would initially seem far-fetched And as I said earlier I was initially joking but also brainstorming. Did anyone investigate and rule it out?

I believe that JW’s FOIA lawsuit actually precedes any official FBI investigation. This is about the release of government information that this being withheld.
Since that has never been mentioned on This Old House, I looked it up briefly. The only fire hazard linked with duct work I could find had to do with cooking facilities and grease accumulation. I would not think that was the case in State Department office buildings.

JW is trying to force information into the public domain. If Hillary and the DoS had complied with the law and had not stonewalled JW’s attempt to obtain government records, JW would not have been forced to sue to have a federal court demand performance. JW’s FOIA case is the result of Hillary’s criminal scheming when she mishandled government records, and when she conspired to cover up her prior actions. Exposing her crimes and evasions is a valuable by-product of the pursuit.
The notion that building public awareness, and exposing details for Hillary’s crimes and evasions, makes it LESS likely that DoJ will enforce the law is preposterous. The alternative is trusting government to do the right thing absent public knowledge and pressure. Good luck on that.
How exactly does JW’s action interfere with the FBI investigation? The FBI “investigation” now serves to bottle up information (such as the 30,000 “private” emails Hillary deleted) that should have been released into the public domain on a timely basis, i.e., BEFORE Hillary is elected. Withholding this information has already interfered with the democratic process, and has already altered the course of this election cycle. Hillary’s strategy is to run out the clock, so she is voted into office before more evidence of her corruption oozes out. The FBI’s inaction implies they are fully on board for that strategy, though I hope my impression of that will change soon.

Authorities say three maintenance workers were seriously injured after a fire broke out at the State Department headquarters in Washington. The fire broke out in the ductwork on the 7th floor as crews were working on the building. (Nov. 24)

Fire officials said that the crews put the fire out using handheld extinguishers before emergency personnel arrived, but four construction workers were taken to Washington Hospital Center.
Initially, a fire official on the scene told News4 that the workers had only suffered superficial burns. However, later Saturday afternoon, Lon Walls, a spokesman for D.C. Fire and EMS confirmed that one of the workers had suffered life-threatening injuries, while two other hospitalized workers had suffered serious, but not life-threatening injuries. A fourth worker was taken to the hospital after he injured his knee falling off a ladder. Other burned workers were treated at the scene.
Officials say that the crews were performing maintenance on a duct on the 8th floor of the building when the flash fire broke out. The exact cause is under investigation, though officials say it does not appear to be suspicious in nature.
It is not known if any State Department personnel were in the building at the time of the fire.

Workers doused the fire with hand-held extinguishers before fire department personnel arrived, District of Columbia Battalion Chief Edward Mills said.
Mills, who was one of the first responders to the scene, told Reuters TV the cause of the fire remained under investigation but did not immediately appear suspicious.
As firefighters tackled the fire, State Department personnel were evacuated to a nearby facility, where around-the-clock operations continued, spokeswoman Victoria Nuland said.
“The fire was quickly extinguished and the main building has been reopened for normal weekend operations,” Nuland said in a statement.
The firefighters’ association Facebook page said three of the injured were taken to Medstar Georgetown University Hospital. A hospital spokeswoman could not immediately provide details about the conditions of the injured.
Washington Fire and EMS spokesman Lon Walls said the injured were all maintenance workers, and that one suffered serious injuries, according to the Washington Post. Walls did not immediately return a call for comment.

Judicial Watch is the reason a lot of this has come out. Gowdy’s investigation turned out to be a typical Congressional investigation. Nothing was being subpoenaed or investigated.
Reports are conflicting, with no followup.
Why were (contractor or state) workers inside the ductwork to install insulation? Insulation is installed outside of ductwork.

This isn't a Federal investigation, this is Judicial Watch's lawsuit trying to pry documents from the State Department regarding Benghazi.
If it wasn't for Judicial Watch's suits over State's failure to answer FOIA requests, we wouldn't even know about Hillary's private server, much less have any of her emails.
Judicial Watch has been the lead player in this entire episode. The "concerned" folks in Congress only pretend to get involved whenever judges force State Dept to comply with the FOIA requests and interesting stuff gets out.
