That might happen; the other thing that might happen is the Citizens themselves saying "screw you" and start enforcing immigration on their own, which would have interesting spillover-effects when (e.g.) the judiciary or executive try to align with the invaders rather than the citizens.

I would not underestimate the Mexican cartels in such a scenario nor overestimate the US response...
It is interesting that the ‘cartels’ did not oppose this and the previous three presidents.
