I am sure there is vibrant debate and calculation within those quarters as to whether it would be smart to do so. That would a flaming stick in the eye to the US.
On one hand, they could conceivably torpedo HRC’s campaign and candidacy in one shot.
OTOH, they would of course reveal in a heretofore unstated way that they are so engaged (eg; in snooping) We KNOW they are, we know WE are, but saying so is a different item.
OTOH again, it seems to me that HRC is a known corrupt pol who can bought so easily and relatively cheaply by either of these parties and having her in position where she can be influenced is probably seen as having considerable value by Russia/China (or anydamn body else)

Nobody cares about violations of some obscure part of the US Code. Nobody.
Plus, if HRC was going down for this obvious, prima facie lawbreaking, the case could have been made by two FBI agents in a week last summer.
This case is about tax evasion, money laundering, bribery, racketeering, espionage, and conspiracy to commit the above felonies.
Nobody cares about breaking some rule. Nobody cares about "Benghazi", either.
But everybody knows you have to pay your taxes. Everybody knows you don't get $750K for a twenty minute speech if everything is on the up-and-up.
I'm sure the FBI is tracking down the money these three grifters have laundered and hidden. Unfortunately, they will probably get a deal - retirement from public life in exchange for pardons, with limited public disclosure of the facts to make sure they can't rise from the grave once Barry is no longer in the White House.
But if that's what it takes to get Team Clinton off the field, I'm good with it.

I think you are right about that but I don't think she is going to have a choice. They (the Clinton's) will not be able to brazen this one out. The rats will start to leave the ship, in fact they have already started to. When you are the only rat left, you don't have a lot of choices.
Powell and Rice were like you and me - they had personal email accounts, e.g., condi@yahoo.com (for yoga lessons, etc.) and professional accounts for State dept. business which is what HRC should have done but refused even after she was told it was illegal. That is the summary of the IG report.

It is my understanding that “rules” is in fact correct.
First there are laws. Then the State Department makes rules to suit their specific needs that are in fact compliance with and extensions of the law.
